"Congress authorizes USAID's programs in the Foreign Assistance Act, which Congress supplements through directions in annual funding appropriation acts and other legislation."
It was open for everyone and anyone to check on the government site at that time.

You do know Trump's Gold Card Visa Investor program has to be approved by Congress as well...
but let's not pretend Congress on both sides wasn't performing oversite on USAID, the useless and wasteful spending easily points to likely fraud and kickbacks on both sides of Congress as they appropriated billions in frivolous causes around the globe.

Your questions are easily searchable but
simply put, Trump and Lutnick don't believe they will need congressional approval on this program, BUT considering everything else Trump-related is litigated to the nth degree by the left, the progressives, the LBGTQ+ movement, the media, etc why on god's green earth would this be any different

If congressional approval is neither here nor there, why not dissolve it and save even more money?

Au contraire mon frère
Presidents challenge the need for Congressional approval all the time, our branches of executive, legislative, and judicial are always in flux and interacting whether we see it or not. Checks and balances are a by-product and dare I say essential part of democracy.
Trump doesn't want to dissolve Congress he loves trolling them too much.

It appears from the role of congress below, that Trump is in fact trolling the people if he trolls Congress.
AI:
"Here's a more detailed breakdown of the role of Congress:
1. Lawmaking: The primary function of Congress is to create and pass laws for the entire nation. These laws cover a vast range of topics, from taxation and trade to national defense and environmental protection. 2. Representing the People: Congress serves as a representative body, with members elected by the people to voice their concerns and interests. Senators are elected to represent their entire state, while Representatives are elected from specific congressional districts. 3. Exercising Legislative Power: The Constitution grants Congress specific powers, including the power to: - Make laws: This is the core function, as mentioned above.
- Declare war: Congress can formally declare war, which is a power shared with the President.
- Regulate interstate commerce: Congress can regulate trade and commerce between states.
- Control the budget: Congress has the power to set and control the federal budget.
- Override presidential vetoes: Congress can override a President's veto of a bill with a two-thirds vote in both chambers.
4. Supervising Executive Agencies: Congress oversees the executive branch through various mechanisms: - Budgeting: Congress controls the executive branch's funding through the budget process.
- Investigative power: Congress can investigate executive branch agencies to ensure they are operating effectively and legally.
- Confirmation of presidential appointments: The Senate has the power to confirm or reject presidential appointments to key positions, such as cabinet secretaries and federal judges.
5. Governing the District of Columbia: Congress is responsible for the governance of the District of Columbia, where the federal government is located.

Yeah, Im more pragmatic, the right didn't usher in the dawn of Donald, the left did and continues to make the same mistakes over and over.
First, by not realizing how distasteful HRC was to a lot of Americans, a majority chose Trump over the her, then instead of leaving him alone with enough rope to hang himself in is 1st term, the left hounded him from day 1 swung and missed so many times he became a martyr and stronger than he could have ever become by himself. Biden, Harris Walz all made Trump look like platinum gold covered in Teflon to his base. If he is right on 2-3 of his projects, we could easily see another Republican President and Congress in 2028.
All the left can do now is try and placate their financial sponsors, but they held control of the narrative for so long, and they just fumbled it away, probably from sheer overconfidence. Democrats believed their bought and paid for press clippings, all the while ignoring thier internal polling.
