The answer. It doesn’t take much.
The big context, ICE closing streets. Just taking as it is. There needs to be more clarification.
As far as closing streets. I called the county a few times for street closures. One for the telephone company shutting down the main access through a small town during business hours I drove through daily. Second instance was the state DOT for a bridge that closed both lanes on a major state highway into a town. People had to drive 5 or six miles for weeks finding alternate routes. The official bypass route was more like twenty miles.
There really isn’t any “paper work”. The crews doing the maintenance just tells the county it’s doing the work. The county and small towns have no real recourse.
Law enforcement seems to have emergency powers to close down roads as needed.
At city level, I know there are many block parties and festivals that shutdown whole city blocks that take permits. But as far as maintenance crews and law enforcement, you are back to shutting down streets as needed.
There probably isn’t much that can be done to stop ICE from shutting down neighborhood streets as is needed to protect agents.
