My point here is that it appears the U.K. government is side-stepping this entire sex classification issue to avoid any backlash. But the protests have already begun.

Oh I don't think they're side-stepping anything. It is both legal and scientific. There are two sexes, male and female. What sex you are is indicated on your birth certificate. This assessment is made scientifically, usually by doctor or midwife, but a range of other professionals may be employed. More info here. Genetic tests may be done to inform the assessment, but they are by no means determinant.

Now I get that you might not agree with this (and I personally could voice my own objections), but to claim it not proper, scientific, or legal is uninformed. And claiming the UK is holding to this practice to "avoid backlash" or "side-step" seems at odds with reality.

It is clearly explained in one of the sources provided in this thread. Intersex people are generally assigned a designated sex classification and they go on to explain that for those that are not assigned a specific or legal one they need to join the trans folk community and get the required operations. Generally assigned, is side stepping the issue, IMO.
