If I could define the general thrust of what my own idea of "Disclosure" would be...
Afterwards, I would at least understand who "decides" in these circumstances when the utter insanity of the defense community is let loose upon the people. I would at least understand how it would make any constructive sense to conduct the "disclosure" operation as they theoretically have.
When exactly have our government agencies and operatives orchestrated to unabashedly contrive a 'control' over the information, under what exact "decision-maker" has this "executive" posture been adopted? Which "tools" of social engineering were deliberately deployed against the citizens as if they were the threat to national security? Again... "who" decided?
Presuming anything to disclose,
After "disclosure" I would understand exactly "who" contacted "whom" and how. The subsequent decisions which require illumination will become painfully apparent.
If there is a "status quo" existing between some notional "us" and any non-terrestrial, non-human intelligences... a treaty, an accord, an "understanding"... it would explain the secrecy in terms of how so much cash and resources have been directly and robustly applied to conceal or at least, obfuscate it.
Don't let any celebrity "define" disclosure for you... for many, in the end, that a celebrity is convinced, means very little.
