I don't think you really should send this thread to the great trash heap.

I have seen much of the early internet... much submitted evidence is poorly captured, poorly scanned, and poorly explained....

But in those days people  were only starting to find their footing in the medium.

There are some real doozies out there...

But there are definitely fragments of treasure in those old posts.

Given time we may find that image in question can be located geographically... 
in theory... anyone might.. given the right tools, and the time and access.
