From some comments about the shooting, it appears she was shot after driving off.

The bullet hole is in the front windshield.
She was shot as she tried to run over the law enforcement officer.

The driver accelerated with intent and malice.

The drive hit an agent and was trying to flee the area after weaponizing their vehicle.
