Do you mean ultra low frequency? Ultra low wavelength is higher frequency.
The dopler shift at lower frequencies would be less so it would be harder to measure accurately. Spectrum hopping has a similar problem but each frequency would have a separate measurement and would have to be compensated for.
While neather of those two are likely, I would not put it past them for using this as a cover for something else.
