You're not entirely wrong. As far as my experience, the United States Code is merely a book of suggestions until you get to Title 26.

You get HAMMERED for Title 26, but if you facilitate an open invasion of the country with elected representatives actively aiding and abetting enemies of the US, not a damn thing happens.
