What do you suppose would drive the need for higher enforcement rates in those areas they are referring to?   Possibly, higher rates of animal neglect, abuse, etc?



You know what's not needed, as much, in low crime areas? Law enforcement

"Marginalized" communities commit a disproportionate amount of animal abuse, therefore, in the name of EQUITY, the system is racist and white, middle-class people are racist for being better pet owners. 

What about the black and brown skinned middle-class folks that treat their pets well?

What was the need for higher enforcement or the carding or stopping of black men driving in cars before?

What the real issue might be is poor people loving their pets but unable to properly look after their health such as visiting vets and being able to pay that hefty bill. I know middle class people who live pay check to pay check and can't afford proper vet visits for their pets, but they still love them.

Animal abuse is a complex human/animal thing and anyone, with any color skin, can take out their mental illness problems out on helpless animals or children or anyone.

Not being able to take them to a vet every year is not the same as leaving them outside 24/7 365 days a year.  As long as they aren't sick or showing signs of distress, not taking your dog to the vet is a personal choice, but leaving your dog outside all the time is straight up neglect and abuse.  Same as with a lot of things, if you can't afford to properly care for and provide for them, probably not a good idea to get have. 


I'll say it again, there will always be higher enforcement rates in areas with more need for that enforcement. If you live in an area that nobody abuses their animals, higher enforcement rates of animal abuse laws are not needed.

I don't know what you are talking about.

Poor people owning and loving their animals has been going on forever and it always will.

Communities should provide help to owners/pets, and not tell them what they can and cannot do. It really comes down to managing societal problems or those problems become the problems of all of us (via our tax dollars).

I recall a small town with an overrun of feral cats that were suffering which the township didn't want to do anything about. So the community petitioned outside the government office for them to do something and with the negative press, they eventually did do something about it. The cruelty comes from many different places.

Well the township eventually agreed that it was their responsibility too, so, yes, whatever the reasons behind the problem, the problems need to be dealt with was their end position.

Systemic racism is closely tied to the marginalized poor as I am learning by reading what went on in South Side Chicago, so there you can see how these problems are created.
