I actually just looked into it.

So they're saying she did the ad campaign for selfish vanity reasons, not border security.  While I thought that was this administration's standing orders, I guess only Prez is allowed to do the overtly self-promoting crony stuff.

Or they just threw her under the immigration bus and are trying to distance themselves from sanctioning the campaign by saying it was a rogue endeavor.

Which is how human governance works most of the time in all kinds of countries, large and small, is it not?

She did the same thing as governor.
Spent tax money on commercials featuring herself all glammed up.
