He's using commercial night vision/thermal optics. He's probably at least 12-15 miles laterally from where this is flying, at least, and I'd say at least another 7-8 miles vertically. No way is a commercial setup going to pick out details of something at that distance. This could very easily be nothing but a B-21 on a night test over the range, but the optics at that range aren't going to pick out fine detail.

Night vision especially at that distance wont be the best.Even in day time with atmospherics you would lose a lot.
