What are these falling from the sky?

A pilot saw this also from small plane. It was in an altitude about 1 km while he was flying at 1,3 km.

I would say maybe some kind of weather balloon but then again there were 3-4 of these so I don't think these would stay so close together and then drop at the same time.

Maybe just a piece of plastic.
