In a quick, cursory search on 10/7, Israel was attacked by barrages of rockets but all of them hit in sparsely populated area for virtually no damage
Ergo they had explosives, just no navigational guidance
or they had no explosives because Hamas was aware and used rockets and missiles just as nuisance weapons
Or Mossad launched them from secret locales, is what I guess is the premise here
