this tech is not exclusive to USA.
there is not always clear distinctions between the groups… army works with intelligence agencies… intelligence agencies work with horrible people… just google cia and cults for example.
Mkultra trauma based mind control was mixed with this tech. The people in charge are beyond evil. There are survivors on ATS from around the world. Again tech not exclusive to USA at all.
There is that and then there is the threat that prompted all of it and the people required to deal with that over decades
