Why won't the US classify cartels as terrorists?

No doubt in the long run Mexico will benefit as well as the US.
Problem being is the Cartels are global & have been for some time. It's not like that's going to stop. 

Think it was on Sara Adam's interview with Vincent Vargas over on Borderlands-Ironclad podcast she said the cartel's have been working with the newly rebranded "muslim brotherhood" a coalition of older existing terror groups. These listed plus a bunch in Africa,Syria and other countries.

Trumps first step is only a first step but huge for the US.
 
  • Islamic State-Khorasan Province (ISKP): Also known as ISIS-K or IS-K, this group is considered the greatest threat in Afghanistan. ISKP was designated a Foreign Terrorist Organization (FTO) by the US in 2016. 
  • Taliban: The Taliban were in power in Afghanistan until the US-led campaign against al-Qa'ida in 2001. 
  • Tehrik-e-Taliban Pakistan (TTP): A group that ISKP was initially made up of after fleeing Pakistani army operations. 
  • Haqqani Network (HN): A terrorist group in Afghanistan. 
  • Jaish-e-Mohammed (JeM): A terrorist group.
