My off the cuff gut feeling says 'the government.' like either the same group that 'actually' drove the truck and detonated the fireworks and pretended to be him, or it's even possible it was some crazy person that knew Livelsberger and was trying to muddy the waters for their own (alien/UAP) agenda? 
Who is this Sam/Shoe guy who shared the email first?

The thing about this is that none of it seems to have a clear motive.

I agree, for what purpose. 

It’s being reported now that he had a traumatic brain injury while deployed. His ex girlfriend said it changed him and that’s why she broke up with him. Maybe he just had a screw loose.
