Thought there was a great review on Russell's book below (which advocated for a global oligarchy and actively promoted the inhuman 'scientific' means to achieve it).
Considering Russell's background with the Milner group, the Fabian Society (wolf in sheep's clothing emblem) and the Pugwash movement think it's fair to suggest the man was a Nilhilist collectivist / Malthusian eugenicist.
