Being an old geezer, I remember back when water was considered unique to earth, and why life existed here and nowhere else in the universe according to authorities of that era. Since those times, we've been told by our master scientists that water is universal.
Evidently, the ETs exhaust their supply carried in the "scout" ships and/or in the long-haul cruisers, and must seek out local sources. Maybe water is their fuel? Are specialized craft utilized for the operation? Certainly, the manner used to extract the water seems greatly varied. Some UFOs may submerge themselves to fill their tanks, and we are none the wiser.
These different manners of resourcing water is indicative that we have several, if not many, different entities visiting us each with their own style of equipment.
The fact that humans have been allowed to witness such logistical operations is indicative that they want us to know what they are doing. Our oceans are vast enough to hide such activities if that was the desire.
