You might not like this, but my initial feeling is that it's a LARP (Live Action Role Play) -- someone's having a fun game with the UFO community. The structure of the language(s) really does look like English (or one of the Germanic branches), down to the structure of the punctuation marks. The few reference papers seem to be scraped more for their almost unreadability rather than any sort of plan.
The ones marked 'A chagh lai déachac aidagus' are a mix of Gaelic and "stuff" - I see some references that might be Norse as well. Some of the pages are Persian and Japanese, etc and really just list names.
On pages like the one about "domestication" and "humans" there's no really advanced thinking indicated in the references (and one wonders why an alien group would have to use Earth papers in English when their own research and equipment would far outstrip what we had.) Or why they'd publish anything in English.
So... I could be wrong, but I think points to someone doing it for attention and to "prove" that aliens exist. A sort of "pious fraud."
