If only it was true, my guess is you are feeding into the association of anarchy and chaos. Which is ok, that's what society had been working on for quite some time. The true definition of anarchy is "no man shall have power over another" it is in essence anti government. Now the government does wish society to associate anarchy with chaos, and sure anarchy could lead to chaos. The terms are not exactly the same. It is possible to have a society without government that would function perfectly well. Human nature as it is, anarchy probably would fail. Most people cannot govern themselves in an appropriate manner.
