I understand that it might be difficult to decide where to post this kind of thing, I've run across this difficulty myself.

It might be that a weather forum is a bit too generic an idea (which might get packed with pro and anti-climate activism, and or weather control conspiracies or discussion.)

A nature forum is also possible, but then it wouldn't logically restrict itself to weather phenomenon threads.

But the request is solid enough to merit consideration... for future reference you could bring this up in the Board Business forum - but I'll move your idea forward from here.
