Yes, I am from ATS (and from the missing Pegasus Research Consortium). There were several Portuguese members on ATS.

Judging by his "pranks", I suppose he may use this "FOIA method" with everyone he wants to provoke, it's a cheap way of finding things to bother people with, specially with the "journalist" excuse.

From what I read, section 37.2-818 of the Code of Virginia applies to the court records related to an involuntary admission, not to the police report in which they mention his wife could try to get an involuntary admission order.
