I read it the same as you did. No actual medical records are involved so HIPAA rules do not apply. He still may win though.

Reports and court documents related to an “involuntary admission” are excluded from being released under the Virginia FOIA, according to the suit.

If he is right on that, he could prevail. The word "involuntary" is the key. Often when things like that happen in that way a judge will even remove all mention of it from the record.
