Have any of you considered that the reference to a "Quantum Computer" maybe doesn't relate to any kind of manufactured machine, but a known/predicted future scenario where they are human cyborgs who are BORN?
Designed to be implemented into the world alongside it's electronic input/output control device, a mobile/neuralink, and the 34 qubits export limit is applied to stop the smartest ones with high abilities beyond the quoted qubit limit being poached for use beyond the control of the "owner" and thus negate any one country/company having unfair power over others at an early stage in the game purely because of economic benefits or a nefareous nature.
The agreement, a smart move in an era of uncertainty out of fear by all sides perhaps.

I think an A.I. would have to be created as one at the same time as the biological entity otherwise there would be a natural conflict between the two controllers. There would always be the struggle for the awareness if there is something else also making decisions.
Living things do already have the ability though. They do things like breathing on a subconscious level while doing other things and not considering it consciously.
It's all so bloody mad.
