I don't know the answer but a country like the US should be able to do much better than it is.

Oh, I can assure you - we can.  The problem is "they" won't.

Ever since the government made a department dedicated to be a clearinghouse for government contracts, the profiteers ran for the money.  From what I have seen of nearly ALL government contract services is that we are getting ripped off.  And it's not the fault of the under trained, understaffed, poorly compensated, and poorly managed employees (in most cases.)  It's the idea that profiteers were never going to 'extract' more from their contracts by making everyone's life a living hell. 

The government, as a people's institution, should not be at the mercy of contractors, nor should they ever be extorted by them.  This business of letting them organize profiteering strategy while simultaneously controlling the regulatory environment of their industry must end.  The shame was in allowing political expedience to 'evolve' into agencies suddenly embarking on "policing."  That power does not belong in their hands.
