Most interestingly, this is not some fantasy science.
These applications have been developed over quite a few generations. Always carefully 'covered' by media.
PS - The "allegedly" reminder, implies not only that the host knew what was going to be said, but also that it the whole thing was more or less 'scripted.'

The cloud seeding that was used during the Vietnam war was planes dumping dry ice to seed the rain clouds to increase rain fall amounts.
As to the notion of creating or even controlling a Hurrican, we don't have that level of technology, or even resources in nature to do that. We can in some circumstances create a tornado, but a Hurricane is a completely different feature to try and manipulate.

I'm pretty sure they dont publish the technology they have, for example I heard they use the dopplar radar as emitters, and thats lots of power, although thats just a rumor - but it is a whole nationwide grid, hmm.. and those bumpy wave clouds sure are suspicious; there is also the laser stuff like this guy said, and some said about the firestorms in hawaii and in australia, although they really made fun of that mtg lady for saying that, though! But the maps were such a coincidence, people also saw hotspots on the map for where the wildfires in canada last year just seemed to appear, even though there was no lightning
With this one people are saying they are blue flashes that do different things, as this video proves
but of course thats all fringe, and they - whoever they - is would deny it, but there is for sure something called "geoengineering"!

I think people don't understand the power needed to create a Hurricane.
It's not just dumping dry ice in the clouds to seed it, we don't have any laser or ever if we used every laser on the Earth, we still wouldn't have enough power to create a Hurricane. With a Hurricane you have to have continuous dry ice dumping for hundreds if not thousands of miles just to get the cyclonic eye started, then you would need to heat the ocean up non-stop to keep the surface temperature up while dumping all that dry ice on top of it. On top of all that you have to also control the weather in the adjoining areas so that the area of the Hurricane aren't killed by wind shear or cold fronts that might get pulled in to the low pressure zone that is needed to create the eye to begin with.
The power a Hurricane has is so far beyond anything anyone in the world has in the area of technology that it comical to think that any nation can just control a Hurricane. Localized weather is different in very small zones, but the massive areas and conditions needed for even a small Cat 1 Hurrican just isn't doable by human standards.

They just don't have the capabilities to make this happen.
You brought up a good point though, Africa. With the greening of the Sahara, though this has occurred due to weather issues this year, there has been less sand in the air flying towards Florida, so a lot of the weather has been uninterrupted. I would suspect that if the Sahara keeps this greening stage, hurricanes forming in the Atlantic will be worse in strength then in prior years/decades.

What about "steering" the active storm? Not super-precise or enough to disrupt the conditions, mind you, but sort of a rough directional nudge in the general direction you want it to go? Just tossing around ideas is all

That is a very good point the energy in storms is huge! I've gone through the wind farms in california and even just from a strong wind not a hurricane its can spin thousands of those fans its very easy to believe is gigwatts upon gigwatts. And forgive me not to derail but this convo put this song in my head and its a banger
There please enjoy and I am wondering though that steering not making from scratch the hurricanes would be easier right like turning a big car with just a finger on the steering wheel or using maths to find just the right place to push a little bit like with butterflies effect. Chaos math. I bet that would need nearly so much amps although still bunch probably! And I don't know that China could do that I mean the freaked out at just a single weather baloon haha. But certainly governments do crop failure warfare and weather stuff heck I think even back to vietnam. And there a middle east that does it too I think uae? where they cloudspray to get it to rain hundreds of days the year. Thats not hurricane level though! But I bet they could do like they do with wildfires firebreaks just a little change tipping point then whoof off in a new direction. Hard to predict, but then, supercomputers!
