Still the areas involved would be too big for any country to be able to do. You can't just affect the area you want the Hurricane to go to, but instead you have to heat up the water under the Hurricane, and still maintain a low-pressure area at the eye, then constantly nudge those values in the direction you want to push the Hurricane. It just can't be done.

I was thinking about that too.

It's one thing to spawn the conditions 'capable' of evoking a hurricane... but actually steering it is another matter entirely.  Imagine the amount of 'surrounding' circumstances you'd have to account for and also control.  It seems hardly possible as I understand our technology today.

But then if we start going down the road of 'what we don't know,' we could get lost in supposition.

Excellent stuff...

It's clear that this possibility has been studied long and hard by those who could make use of the knowledge.  
Militaries have recognizes the value of weather as a tactical factor in planning engagements.  It makes sense, from the perspective of war.

You brought up a good point though, Africa. With the greening of the Sahara, though this has occurred due to weather issues this year, there has been less sand in the air flying towards Florida, so a lot of the weather has been uninterrupted. I would suspect that if the Sahara keeps this greening stage, hurricanes forming in the Atlantic will be worse in strength than in prior years/decades.

this year they predicted worse than normal, but there was a lot of dust from Africa in the air and it chocked off all the storms until recently.

there has been a lot of sand this year.
