Let's say you are drafted and sent to fight a war. Your commander steals all the money that is supposed to be paid to you and the other conscripts. The commander and a very few of his subordinates enforce their iron will with beatings and no food.  You will not live long enough to ever return back home...

I am surprised the common soldier has not removed some of the corrupt bastards in the Russian military. 

Back in the 80s I had a friend who was doing some business in Russia. He said it was better to make a deal with the mafia because it was a hand shake and an agreed price whereby the government had their greedy hands out at every turn of the deal to include the docks during loading.

This is a function of the "lack of discipline" that accompanies zero morale.

These are not 'commanders' they are thugs....
"appointed" thugs. 
They are there to funnel money to some high-up 'friend.'

None of this is new... almost every country that employs the "expedient" during crisis is victimized this way.

Sadly... this is all 'downhill' and getting worse for the people who are only "citizens."

There is a reason to have a disciplined and well-trained army....
this exemplifies one of those reasons.

This entire engagement always had undertones of corruption... top to bottom, front and back... either side.

It speaks volumes.
