What law enables border patrol officers, 500 miles from the nearest US border (and the closest border being to Canada), to physically injure an ageing US citizen, who was also in a car clearly not moving fast enough to prevent the officers from dragging him from it, therefore obviously posing no physical threat to the officers?

Read the news story. He was driving home and accidently turned into a street that they had blocked off. No mention of any firearms and, according to witnesses, he offered no resistance to the officers.

The video and pictures were captured on multiple mobile phones.
