I'll check out Witkowski's research and the video, quickly scanned the pdf, saw lots of mentions to familiar nazi scientists and some very interesting photo's.

I'm an engineer and I don't understand how anyone with a technical background could hope to understand how this could possibly work. But the guy is disheveled like a scientist and has the beard of a man of wisdom. He has also seen it but I must have missed the part about what it does. Somehow it separates hot and cold air as the exhaust with a 20% Oxygen content which he calls air. And that's useful for doing just about anything. Maybe he's thinking that since air is basically 21% Oxygen and 79% Nitrogen he is right to call the exhaust air. So we have a machine that takes in air and exhausts air. that's an impressive result.
The part that confuses me is what that has to do with plasma except maybe the spark (plasma) to transmute ordinary air into air at the exhaust as in any internal combustion engine which uses the temperature of a flammable substance like gasoline to increase the temperature. Thermodynamics tells us this is useful to do work. Why it's called a storm machine, I cannot understand but then I'm only an engineer.
