topping of the tanks sounds reasonable but i hesitate because it just seems so obvious and that's often a redflag; such speculation may be projection.
it is like the skullybone crypt in newhaven; they have the highest water bill in the city -- what are they doing with all that water?

removing salt from water just takes 'tricity or energy and if they have zpe for shipzippy that wouldn't seem like a problem?
