The quantity of the food we can grow in an apartment is very small, and water availability depends on the water system being active (although during that blackout we always had water, as there's a large deposit on a high location, no electricity needed.

PS: no freezing temperatures, the lowest I have seen here was 0.5º C, so it's not that difficult to fight the cold.

Growing food is only one or an additional option to storing non-perishable canned and other types of foodstuffs - some last indefinitely.

My house routinely gets blacked out due to minor issues with a poorly built power router (some daft numpty built it next to a bona fide swamp, so every so often some living gets into it, dies and shorts the network for hours). extrapolate from that if someone maliciously damaged it we’d be stuffed for days/howver long it took to bypass the damage.
