Most folks, when they look at the Richat, do not realize that the timeline for the Ringed City was before the end of the African Humid period. And that ended roughly around 5500bc. It was lush, full of lakes rivers, and ideal for human and animal habitation.
As far as the structure itself, they are a natural formation, and if you look further east you will find additional ringed structures. The society that resided on the rings was created. Yes, ruins have been found on the Rings.

Which is entirely irrelevant to where Plato locates Atlantis which is directly IN FRONT OF the PoH/SoG (Pillars of Hercules/Strait of Gibraltar) and sufficiently so to prevent entrance to/exit from the Mediterranean after Atlantis' destruction. No such geological feature such as Plato describes has ever existed in that location, particularly within human history.
Per Plato the CITY of Atlantis itself would be about 3.1 miles in diameter while Atlantis as a whole, meaning the entire plain, would be rectangular and about 346 MILES x 230 MILES, completely surrounded by a 10,000 stadia/circa 1,032 MILE long ditch surrounding it. There is no way to reconcile that with the Richat Structure.

The math just ain't mathin' for Atlantis.
I've seen all sorts of weird proposals for it... I think every continent has several sites that someone claims is Atlantis. I think about the only places that haven't gotten labeled "Atlantis" are Las Vegas and the Marianis Trench.

IMO people who are trying to prove Atlantis are attempting to force-fit a square plug into a round hole and claiming relevance. It's not and never will be.

Here is my Iconoclast take.. I dont believe Plato's placement.
Maybe he should have looked towards the Lighthouse of Alexandria instead.
I think the Lantians are The Minoans. They were the first BC dominant sea power. And their shining port was Santorini (today).
That Island absolutely reserves the right to call themselves Atlantis.
Only contrary to the story. They knew what Volcanism was and evacuated before the eruption. No remains or valuables were left behind. Just the buildings and advanced plumbing system.
Definitely REALLY advanced for 1600 BCE to pull off a full island evacuation in time.
Everyone is looking for this REALLY advanced society, and everyone's like, "No, dont pay attention to the civilization that fits almost everything about the description of this advanced society, because its not by Spain."
They found a nice concentric volcanic island and built a trading hub there. They might have even known they were in a caldera. The old center island is gone now. The center island today will only exist until the next time it blows itself apart.
Civilization wise, there are too many parallels.
The Minoans had:
Elaborate Palaces
Indoor plumbing, pipes, and baths
Mighty Naval Empire.
The Sacred Bull
Worship of a Sea Deity
Abundant Agriculture
Metalworking and Metallurgy
Everything ornate or jewel covered.
The had EVERYTHING Plato describes EXCEPT the geolocation... but we all know how good they were with maps back then..

In reference to your quote Atlantis was "outside the Pillars of Heracles" whereas Athens was amongst those "who dwelt within them".

Not quite everything! Memory of the destruction of Thera might still have been carried down in oral tradition by the later Greeks but they would have known the difference between "inside" and "outside" the Mediterranean. Thera was also nowhere near as large as Plato claimed Atlantis was. Thera might have been an inspiration, but not much more than an inspiration.
