Did he say who listened? Seems to allude it's the schizophrenics who did but towards the end it feels like he's implying it's the shamans.
Like he said, we naturally resort back to our old ways whenever a period of intensity passes. People who are mentally ill are going to have a harder time of intense situations. There's the whole nature/nurture/self-induced issue too, nutters (I am one apparently) would be the last people I'd suggest should revel in their madness and invite it in for a hot chocolate.
Maybe I have it back-asswards, I know a lot of people see stress/madness as a wave that'll pass and hopefully open the way to calmer tides. For me, it was always the eye of the storm I gain my clarity. The 'magic' happens within that brief moment of clarity.
