Relocating a warehouse which state too choose

It's a women's and children's wholesale apparel warehouse to ship stock and reorders to accounts mostly in the US, with a handful in Mexico, South America, and the Caribbean 

It is a smaller company relative to the industry

Memphis, Tn. The shipping HUB of the south! One of my t-shirt suppliers ships out of there. They will not want to live inside the city. They could come on the Ar. side of the river and get cheaper land or plenty of warehouse space on the Tn. side but South Haven , Ms. to the south with good city officials and police........then a little further south Tunica Mississippi's- Las Vegas!  I'd like to see their stuff if they have a website. This is actually pretty cool......I have been trying to find a t-shirt made in Mexico with no lable's.
