If you are on the fringe of conspiracy theory you will have heard of Dr David Anderson, working with Peter Moon of Montauk Project research fame.
He claims to have created a device and to have worked for governments using a small time dilation bubble the size of a soccer ball.

Natural 'time bubbles' are said to exist in Romania, under the Giza Plateau, and in other places.
I would say this is more about understanding and manipulating DATA.
With the evolution of computing, surely it's possible to use all that power to read the past, in the present, and then make calculated and more reliable decisions for the future.
"Future proves past" would be one of the sayings that point to how this understanding can CREATE history as it unfolds instead of guessing what MAY happen. "Accurate Prediction".
Like studying the stock market data, or horse racing using "form" etc.
The term "Problem, Reaction, Solution" also comes to mind.
Information is Knowledge, Knowledge is Power, Power is Control.
It would sure explain why some countries do crazy things using the sheeple who live in them who are the unwilling victims of a silent war fought by their leaders, for many Centuries.

Edit: secret time-travel teleporters aside, the metaphor of "bending time and space" is a common one. Video conferencing "bends space" for face-to-face conversion. Cars "bend time" versus walking to a place. Faster, farther. It's a basis of efficiency. Conversely, productivity can be looked at as "reducing distance". It's a common paradigm. Also, they probably have a TARDIS.

Synchronicity happen all the time due to the interconnectedness of everything "That which is below is like that which is above and that which is above is like that which is below to do the miracle of one only thing" Tis but a matter of perception and restoring divinity in all things. Going above and projecting below is where you find answers.
My guess on the technology is german scientists from the 1940's, they would have been doing the required meditations.
