I personally don’t believe that this is someone currently in power, capable of thinking that far ahead. I just don’t see him being that intelligent….

I don't mean those French riots but something along the lines of a Peasant's Revolt, Ciompi Revolt, a Spartacus Uprising, or any stasis occurring due to the populations fighting against the political elites? That lethargic attitude has kept us mostly safe and peaceful but has also created a sense of entitlement amongst the political elites. It's the draw back to nation states in that people have learned to "suck it up" if they don't like how their country is heading, while back in the ancient days you could get gibbeted for terrorizing the populace.
Peace is a double edge sword in a way that it allows for society to grow and advance but can/does lead to motivational atrophy within the populace.
