Are you not speaking about those who inherently "regret" after an incident that then creates a moment to reflect on their mistakes and bad ways meaning they then see the error in their ways?
We are primates born inherently selfish and need to be taught and be able to learn. A Conscience is grown after birth and is an aftermarket accessory of Morality.
The biggest bullies among us are in preschool.
