It depends. According to Watts v United States, political hyperbole does not constitute an unlawful threat. So, if someone, for example, said "If Donald Trump actually declares himself God-Emperor, he deserves a bullet between his eyes", that would be considered free speech, not an unlawful threat.

But promoting the death of a president, any president, is not.

Saying, "I wish he was dead" is different than saying, "Go kill the president"

One is a personal wish.

The other is an incentive to commit murder.
