just because you spend dollars elsewhere doesnt preclude you from saving monies no longer needed elsewhere.

unless you just love China drinking up Venezuela's oil milkshake, now its oil has a better chance to profit the Venezualan people even if its through US oil investments 

Strategically you cant have enough oil resources in your hemisphere

I imagine it costs the same no matter where you park it as long as it isnt expelling ammunition. Maintenance costs are the same, probably even cheaper because it was closer, as I recall a lot of the fleet was in the Mediterranean which was even further away.
