The concept you're describing, a temporary halt in fighting used strategically rather than as a step toward peace, is often referred to in English as a truce, armistice, or temporary ceasefire.

Have you met the Treaty of Versailles?

Because rather than fostering peace, it created a temporary halt in large-scale fighting while laying the groundwork for future conflict—aka the Second World War.
