I am sure that FEMA does not appreciate the scrutiny.
Considering that the the announced hundreds of semi-tractor trailers are not even en route may be a valuable clue to determining what this is about.
FEMA is tasked (and has often failed) with being ready to respond to anything... is this them contending with their many (many) areas that they cannot serve at a moment's notice? Perhaps Michigan is one of those areas where they are significantly unprepared to service? Is this a "plan" only?
Then there is the notional 'content' of the trailers... equipment that can sit idle in some area of Michigan until needed?
Or is this another FEMA "money for nothing" expense?
