As far as I'm concerned the difference between was NASA was said to be by the propaganda-oriented 1950's cold-war mentality, and the reality of "commerce-minded" leadership... spells "marketing appearances" forced into the narrative of reality.
The Soviet states spent far too much trying to compete and it damaged them deeply. But the 'glistening" American enterprising efforts intimidated the Soviet cabal masters... the side effect is that everyone "also" believed the convenient sentiment that NASA is all about the science, but it actually is about how much overhead you can extract for private enterprise coffers...
Review the Challenger disaster carefully.... you will see the truth on display.
It has only gotten worse over time. No one within the system dares threaten the status quo... careers are at stake... And most people are not able to appreciate just how they are being used to create the whole 8,000 dollar washers needed to affix tubing.
NASA research... like MOST research in out country - is never the "investment" of companies and schools... it is TAX dollars... and yes... even if the taxpayers are too stupid to understand the ephemeral and esoteric heights of applied technology... the tax-payers ARE for all intents and purposes the buyer... not the government. The public's voice cannot be disregarded simply because they are not members of the existing scientific and governmental cloister.
Sadly, people should have ALWAYS questioned the wisdom of making NASA a "military" operation.
Obfuscation and concealment come as a stable military approach to tech...that's NOT how NASA was sold to the citizens... why should the establishment engage n a virtue signaling marketing war over getting caught being disingenuous about how the tax-payer money was being used?
In a world of commerce.. any research must have meaningful true oversight... abuse born of entitlement privilege is ... well, it's bad.
