China Stopping Carbon Fiber Exports

I work in the renewable energy industry and our factory produces wind turbine blades (yeah yeah I know) today we were informed by our 2 biggest suppliers of Carbon Fiber that the Chinese government has blocked all exports of the carbon fiber we purchase due to their requirement for the military. 
I cannot see anything in the news  at the moment, and was wondering if anyone else has heard anything

Perhaps China is concerned at supplying carbon fibre products to a country that is militant, belligerent, and has abandoned centuries of international law and diplomacy?

My call is that the rogue nation USA and its mad emperor should sink from history under its own internal ballast and all countries should honour the USA's self-blockade from all trade, military and economic alliance.

I mean, look at its UN/NATO/5eyes replacements. LOL.

Versus suppling / weapons dealers of Chinese weapons to terrorists and dictatorships with even worse human rights violations.  I think it has more to do with cold wars and arms race.
