The old waiver allowed up to 1/4 inch.
Now imagine a formal military formation:
Some of the troops look more manly than others.
Standing next to a manly man, the others may feel less manly.
Or the commander reviewing the troops may feel funny about the sight.
So it's for the benefit of morale of the clean shaved I suppose, and optics and what not.
